The policy arrives after renewed attention to Trump’s early predictions that the war would be over within a matter of weeks. Trump has since argued that the press created the expectation, forcing aides to confront the difficult administrative question of how many times a president may state an expectation before it becomes something he has heard from someone else.

For several hours, the White House considered a simpler explanation: that “four to six weeks” had referred to a premium military subscription tier unavailable to the public. That idea was abandoned after officials realized it would require explaining what the public had been paying for since late February.

Instead, the administration has adopted a structure familiar to anyone who has watched a major corporation emerge from bankruptcy with the same logo, the same executives and a deeply therapeutic new attitude toward old invoices. March Trump will retain responsibility for all statements made before the first day of April, including predictions, assurances and any sentence containing the phrase “very soon.” October Trump, meanwhile, will begin with a clean slate, a fresh set of promises and no recollection of why the Slate was necessary.

Administration lawyers said the distinction was not merely philosophical. Under the new doctrine, reporters seeking to compare Trump’s current claims with past remarks must first establish that both remarks were made by the same “presidential operating unit.” The task has become complicated by the fact that both units are represented by the same person, speaking from the same building, often in front of the same flags.

“That’s exactly the kind of superficial visual similarity we’re trying to move beyond,” Swofford said.

A More Responsible Past

The policy’s first test came when an official attempted to play footage of Trump discussing a four-to-six-week timeline. A White House technician immediately paused the clip and placed a small gray banner across the screen reading: ARCHIVAL CONTENT — VIEWS EXPRESSED MAY NOT REFLECT CURRENT PRESIDENTIAL OWNERSHIP.

Within minutes, agencies were directed to audit their public records for material that might expose prior versions of the administration to the consequences of having existed. Then came the complication no one had anticipated: October Trump has spent much of the month claiming credit for things March Trump did.

That forced the White House to introduce a narrow exception known as the Heritage Asset Clause. Under the clause, earlier presidential actions remain available for ceremonial ownership if they are flattering, televised or potentially printable on a commemorative coin. At the briefing’s conclusion, Swofford was asked whether the doctrine would apply to promises made this week about what might happen after the midterms. He said it would be premature to bind November Trump to October Trump’s language, then paused, consulted a chart and added that November Trump had already retained separate counsel.
