WASHINGTON—The Trump administration has awarded the University of Maryland’s Lavender Lab a $700,000 federal grant to construct and operate a civil-rights complaint office dedicated exclusively to investigating whether the Lavender Lab should receive federal grants.

Under the new program, formally titled the Self-Referential Equity Review Initiative, the lab will install a complaints counter directly inside its existing research suite. Visitors will enter through a glass door, take a numbered ticket, and explain their concern to a compliance officer seated beneath a framed copy of the grant agreement that caused the concern.

“This eliminates wasteful duplication,” said an administration official, sliding a laminated flowchart across a conference table. “Previously, a federally funded institution facing a federal complaint had to contact the federal government. Now it can contact a federally funded version of itself, which will contact us after its quarterly catering invoice clears.”

The first $184,000 will cover the construction of a soundproof consultation room known as the Neutrality Nook. The room contains one desk, two identical swivel chairs, and a red telephone that connects callers to a recorded message instructing them to submit the issue through the portal they are currently calling about.
