South Korea will not send military forces into the Middle East conflict, President Lee Jae Myung confirmed Friday, but the government will begin operating the Strait of Hormuz as a no-combat valet zone for commercial shipping, complete with velvet ropes, laminated claim tickets, and a small brass bell rung whenever a tanker clears the channel without requiring a statement from three capitals.

Under the new plan, South Korean naval personnel will not engage in hostilities, conduct combat operations, or refer to themselves as a task force. They will instead wear navy windbreakers marked MARITIME GUEST SERVICES and jog alongside cargo ships holding illuminated paddles that read “THIS WAY, SIR.” Every vessel entering the strait will receive a dashboard placard, two mints, and a card advising captains that their ship has been “secured in a monitored regional location at the owner’s risk.”

The policy was designed to satisfy Seoul’s requirement that it protect commercial navigation without becoming entangled in war. Officials said the distinction is straightforward: a destroyer that fires a missile is military involvement, while a destroyer that asks a crude-oil tanker whether it remembered where it parked is premium customer care.

Complications emerged within hours when the first supertanker requested a validation stamp after spending more than three hours in the strait. South Korea’s newly created Office of Maritime Hospitality initially offered to waive the fee, but discovered that the fee did not exist and had to convene an emergency interagency committee to determine whether inventing it would constitute escalation.

That committee then produced a 94-page color-coded flowchart explaining which incidents qualify as “navigation assistance,” “light navigation assistance,” and “an awkward regional misunderstanding involving a clipboard.” The final category requires a senior official to stand on deck with both hands visible and say, in Korean and English, “We are only helping you reverse.”

By evening, several allied governments had asked whether the valet zone would include overnight docking, tire pressure checks, or a rewards program for repeat passage. Seoul said it was open to practical measures but would not be drawn into any arrangement resembling a military alliance, particularly one with a punch card.

President Lee’s office stressed that South Korea remains committed to peace, trade, and the safety of its people. It also confirmed that any vessel left in the Strait of Hormuz after 10 p.m. may be charged the full regional-security rate.
