WASHINGTON—Following its failure to advance the Clarity Act, the Senate on Wednesday wheeled the cryptocurrency bill into a secured hearing room, bolted the doors, and reclassified it as an “interactive ethics exercise” that cannot be exited until 60 senators locate a conflict-of-interest provision acceptable to everyone inside.

The room, formerly used for classified briefings and birthday-sheet-cake storage, has been fitted with a countdown clock, black lights, and a framed portrait of the U.S. Constitution whose eyes reportedly follow anyone trying to define “indirect financial benefit.” A Senate aide said the game begins when a staffer announces, “You have 90 minutes to regulate digital assets without accidentally designing a rewards program for the people writing the rules.”

Participants are issued laminated badges reading CLARITY SEEKER, a complimentary pencil, and a small velvet pouch containing three Senate procedure tokens. One token may be exchanged for a hint from a retired securities lawyer; two may be exchanged for permission to ask whether the word “family” includes a family business, a family trust, a family-adjacent commemorative coin, or “whatever this one is.”

The first complication emerged when lawmakers discovered that every apparent ethics clause opened a false panel revealing a larger, more exquisitely vague ethics clause. Behind one panel sat a brass plaque reading, “CONGRATULATIONS: YOU HAVE IDENTIFIED THE PROBLEM.” Behind another was a locked minibar stocked entirely with branded stablecoin waters.

Senate leadership then authorized a private observation deck for industry representatives, who were permitted to watch the escape attempt through one-way glass in exchange for purchasing a Platinum Governance Experience package. The package includes parking validation, a tote bag, and the right to ring a small bell whenever a senator says “innovation” without first checking whether anyone is making money from it.

By late afternoon, negotiators believed they had found the key inside a red folder labeled “ACTUAL GUARDRAILS.” But the key opened only a supply closet containing 14 copies of last year’s stablecoin law, a folding table, and a handwritten note instructing them to “try bipartisan trust.”

At press time, the Senate had extended the game indefinitely after a junior staffer accidentally discovered that the emergency exit was marked “ordinary financial regulation,” causing the entire room to reset to 49 votes.
