Russia’s navy has introduced a Baltic Sea Quiet-Hours Permit for Danish military helicopters after officials complained that recent maneuvers near Russian warships were unnecessarily dangerous, abrupt, and conducted with what one naval circular described as “a troubling amount of rotor.”

Under the new program, helicopters operating within sight of Russian vessels must select one of three approved approach windows: Before Breakfast, During Naval Reflection, or After the Admiral Has Finished His Phone Call. A Russian naval spokesperson said the system is not intended to restrict Danish flight operations, only to ensure that Russian crews are afforded “the same basic peace and predictability available to anyone living above a bakery.”

The policy immediately encountered a complication when several Russian warships filed their own complaints about the permit portal. According to an internal notice, the website crashed after sailors attempted to report a helicopter for hovering “in a manner that felt judgmental.” The navy has since replaced the online form with a customer-service hotline staffed by a rotating crew of maritime etiquette specialists.

Callers are instructed to remain calm while a recorded voice asks whether the aircraft’s behavior was “reckless,” “merely brisk,” or “technically legal but emotionally quite loud.” Those selecting the final option are transferred to a senior officer carrying a clipboard and a cup of tea.

Denmark has not commented on the permit system, though Russian officials said the first review meeting is already scheduled aboard a warship in Conference Room Seagull B. The room has been reserved for ninety minutes, after which all helicopters will be asked to leave a five-star review or forfeit future access to the complaint bell.
