Following a federal judge’s finding that the Justice Department unlawfully tried to turn state voter rolls into a nationwide citizenship dragnet, the department’s Civil Rights Division announced Friday that it would no longer think of registered voters as citizens with protected rights.

They are now developing leads.

Under the fictional initiative, called Democracy Relationship Optimization, every American who signs up to vote will enter a sleek federal customer-management system normally reserved for people who downloaded a white paper about payroll software and made the irreversible mistake of clicking “learn more.” Each voter will receive a color-coded status: Cold, Warm, Hot, Duplicate, Unresponsive, or “Needs Gentle Clarification Regarding Existence.”

“Nobody is being targeted,” said a fictional DOJ spokesperson standing before a projector slide titled From Ballot Access to Ballot Opportunity. “We are simply meeting Americans where they are: in a spreadsheet, between a mailing address and an unsettlingly confident data match.”

The program’s first major innovation is a new metric called Voter Lifetime Value. Rather than asking whether a person is eligible to vote, officials will determine whether that person has demonstrated sufficient enthusiasm for remaining in the federal government’s good standing. A voter who changes apartments, gets married, becomes naturalized, shares a surname with another human being, or has ever been incorrectly entered into a database will be flagged as a “high-touch democracy account.”

Those accounts will not be removed from the rolls, the department stressed. They will be moved into a specialized retention journey, where a sequence of increasingly anxious emails will ask whether they are “still loving the franchise” and invite them to verify their citizenship by choosing all the traffic lights in a photo that feel constitutionally reassuring.

Career civil-rights attorneys initially objected that voter registration is not a sales funnel and that a federal agency tasked with protecting voting rights should perhaps not behave like a mattress company pursuing a reluctant browser through the internet for six months.

But the concern was answered at an all-hands meeting by consultants who had previously helped an energy drink improve engagement among men standing near jet skis. The consultants explained that the old civil-rights model was too passive. Protecting a right, they said, leaves little room for measurable quarterly growth.

“The public wants accountability,” one consultant said. “And there is no accountability more emotionally legible than a dashboard showing 240 million Americans as amber circles.”

The project hit an early snag when analysts discovered that the safest possible voter profile belonged to someone who had never registered, never moved, never requested information, never appeared in any government system, and ideally had not generated a birth certificate with a font the software found provocative.

For three hours, according to fictional meeting notes, the division considered whether nonparticipation should be recognized as the gold standard of election integrity.

That revelation has produced the program’s second phase: a public-awareness campaign celebrating what officials call “low-friction civic invisibility.” The campaign does not tell anyone not to vote, because that would be improper. It simply features serene black-and-white footage of empty rooms, unopened envelopes and a man standing perfectly still while a compliance officer whispers, “Excellent. Nothing to reconcile.”

State election officials have been invited to participate in weekly pipeline calls, where they will be asked why they have not converted more voters into “clean records.” Several states replied that voters are people, not software leads. The department marked those states “resistant to modernization” and sent them a calendar invite titled Let’s Circle Back on Federalism.

The judge’s ruling had criticized the idea that registration itself could effectively make every citizen the subject of a voter-fraud investigation. In response, the fictional department has carefully retired the phrase “investigation.”

Going forward, the process will be known as “relationship maintenance,” which is much less alarming unless you have ever tried to cancel a gym membership.

By late Friday, officials unveiled the initiative’s new seal: an eagle clutching a clipboard, a magnifying glass and a small tote bag from a conference called Trust Through Verification: Monetizing the Republic.

In a final pilot, the department said it hopes to certify democracy as perfectly secure the moment it has no customers left.
