“The prior process involved cross-checking uncertain information against other uncertain information,” said an official standing beside the machine’s oversized red joystick. “This process introduces a neutral mechanical intermediary with no ideological agenda and a documented preference for grabbing one corner of a manila folder before dropping it directly into the prize chute.”

Within minutes of the launch, the claw retrieved a 2014 cafeteria invoice, a sealed packet of barbecue sauce, and a laminated employee badge belonging to DHS. The badge was immediately placed in a clear evidence sleeve and routed to the department’s new Internal Eligibility Triage Annex, where staff will determine whether DHS has been authorized to work at DHS.

The complication forced the department to issue temporary “Potentially Present” badges to all employees. The badges permit access to most hallways but require workers to explain, in writing, why their name appears in a federal building. A separate desk has been established for employees whose names were collected by the claw twice, indicating what officials described as “repeat visibility.”

State election offices have declined to supply the machine with validation tokens, prompting DHS to hire arcade-compliance contractors to visit capitols and inspect whether local officials are maintaining an adequate ratio of pinball machines to constitutional safeguards. The contractors will submit findings through a web portal that asks users to prove they are not robots by identifying all the traffic cones in a photograph of a parking lot.

By late afternoon, the claw machine had accumulated 46,000 tickets, which officials said could be exchanged at the DHS redemption counter for one verified fact, subject to availability. The counter remained closed while investigators examined whether the words “Redemption Counter” constituted an admission that anything had been redeemed.

To preserve public confidence, DHS said the claw has been reprogrammed never to release a prize. Any object it lifts will instead be suspended above the chute indefinitely, classified as a preliminary finding, and referred to a second claw for review.
