Congressional lawmakers moved Tuesday to assign federally certified chaperones to sensitive government server racks, arguing that the fastest way to keep Chinese datacenter technology out of classified systems is to ensure no machine is ever left alone near another machine after 8 p.m.

The proposal, known as the Secure Compute Supervision and Refreshments Act, would require a credentialed adult in a windbreaker to stand within sight of every federal server handling sensitive material. Chaperones would carry a flashlight, a clipboard, and a laminated card reading, “I don’t care who your motherboard says it knows.”

“These systems are at a vulnerable age,” said one aide familiar with the draft, standing beside a scale model of a server cabinet decorated with blue streamers. “They see a low-cost cooling unit, they hear it has international experience, and suddenly nobody has asked where the firmware came from.”

Under the plan, incoming hardware would arrive through a separate entrance, receive a temporary visitor badge, and wait in the cafeteria until a federal procurement officer could confirm it had not been invited by a suspicious cousin. Government data centers would also be required to leave six inches between racks “for accountability,” except during emergency backups, when a chaperone may permit brief contact after checking both machines’ clearance levels.

The program encountered its first complication during a classified pilot at a Virginia facility, where a chaperone repeatedly interrupted a Treasury server for “hovering too close” to a printer. The printer, which had been producing sanctions documents, was moved to a supervised corner near the vending machines and instructed not to accept gifts from peripherals.

Officials then discovered that the chaperones themselves needed security reviews, triggering a new requirement that each chaperone be monitored by a second chaperone seated on a folding chair outside the data hall. A third employee will supervise the chairs, which congressional staff warned could have “supply-chain histories of their own.”

The final version directs agencies to install disco-ball-shaped intrusion sensors above all sensitive racks. If an unauthorized component enters the room, the lights will come on, a whistle will blow, and the entire federal cloud will be told it is time to call home.
