WASHINGTON—As the Supreme Court considers whether to take up a challenge to the federal ban on distilling liquor at home, the Bureau of Alcohol, Tobacco, Firearms and Explosives announced Tuesday that it has solved the constitutional question by assigning a federal sommelier to every American basement.

Under the proposed Personal Spirits Observation Program, homeowners suspected of owning a mason jar, copper pipe, or unusually confident uncle will receive a laminated appointment card listing the name of their designated Alcohol Compliance Palate Officer. The officer will arrive within six to eight business years, inspect the premises for unauthorized aromas, and determine whether any bubbling liquid is “soup, science, or a direct threat to federal excise revenue.”

“Americans remain free to make whatever they like at home, provided it is not interesting,” said a fictional agency spokesman standing beside a locked glass cabinet marked EMERGENCY NEUTRAL GRAIN SPIRIT FOR TRAINING ONLY. “Our officers are not there to judge. They are there to describe the finish, identify notes of oak, and ask why the family has a funnel that expensive.”

The program initially appeared straightforward: every batch would receive a government tasting card, a chain-of-custody cork, and a small color wheel showing the difference between “legally ambiguous amber” and “bourbon-shaped evidence.” But agency planners soon encountered a staffing problem after calculating that the country contains more garages than federal sommeliers, even after reclassifying several procurement analysts as “junior nose personnel.”

To close the gap, the ATF will allow officers to conduct preliminary inspections by video call. Homeowners must slowly rotate the phone around any pot, hose, barrel, or decorative wooden sign containing the word “shine,” while a compliance specialist listens for the unmistakable sound of liberty becoming taxable.

The arrangement became more complicated Monday when a trial version in northern Virginia mistakenly certified a crockpot full of apple butter as a small-batch rye. The final rule contains one exception: if the sample tastes sufficiently terrible, the agency will classify it as “traditional American ingenuity” and leave it behind for the next inspector.
