WASHINGTON—The Trump administration has installed a black velvet rope, two brass stanchions and a former nightclub host outside the Hennepin County courtroom where Minnesota authorities processed an ICE officer facing state charges, declaring the room a “federal-adjacent legal environment” until further notice.

The new checkpoint, assembled overnight by a Homeland Security contractor specializing in airport queue upgrades, permits attorneys, court staff and defendants to enter only after confirming that their case has been approved by the administration’s Office of Vibes and Jurisdiction. A laminated placard explains that Minnesota may continue operating a courtroom “for ceremonial and regional purposes,” but warns that any case involving a federal employee must first be reviewed beneath a small red lamp labeled ASK WASHINGTON.

The arrangement immediately created difficulties because the same officer was also scheduled to appear in federal court. To prevent judicial overlap, officials divided the courthouse lobby into two holding areas: the State Accountability Lounge, where visitors receive a paper wristband and a cup of coffee, and the Federal Accountability Experience, where visitors receive a different wristband and are asked not to call it accountability.

County employees said the federal lounge has been fitted with a red carpet leading to a revolving door that turns only when someone says “exclusive jurisdiction” into a brass intercom. The door reportedly opened for three lobbyists, a floral delivery and one confused man seeking traffic court, then remained locked for forty minutes while lawyers debated whether the lock itself was a state action.

By Thursday afternoon, the administration had expanded the program to include a VIP section behind the judge’s bench, though officials stressed that no one would sit there. The empty chair, draped in an eagle-patterned sash, is reserved for whichever level of government eventually agrees to take responsibility for the folding table holding the sign-in sheet.

At press time, the velvet rope had been admitted to federal court after presenting a badge, while the courthouse was told to wait outside because its jurisdiction could not be verified.
